nullable: true, editable: true, defaultValue: null, length: 255, alias: The American Rescue Plan Act (ARPA) of 2021 is a $1.9 trillion economic stimulus bill passed by Congress and signed into law by President Biden on March 11, 2021. The Act is designed to speed up the recovery from the economic and health impacts of the COVID-19 pandemic. ARPA provides $350 billion in assistance for state and local governments to meet pandemic response needs and rebuild a stronger, more equitable economy. Within the categories of eligible uses, Linn County has broad flexibility to decide how to use ARPA funds to best meet the needs of the community. To help ensure that we have informed input from the community, we want Linn County residents to help prioritize the use of ARPA funds.
Use of Funds
Public Health Emergency – Examples include COVID-19 mitigation efforts such as vaccination programs, testing, contact tracing, and other medical expenses; mental health, substance misuse treatment, and crisis intervention; and capital investments in public facilities to meet pandemic operational needs.
Negative Economic Impacts – Examples include assistance to workers and families such as unemployment, food, and housing and homelessness assistance; educational services; small business assistance; and assistance to impacted industries such as travel, tourism, and hospitality.
Premium Pay for Essential Workers – Support to workers, with an emphasis on low-income workers, who must be physically present at their jobs and face heightened health risks from the pandemic.
Government Services – Provide or avoid cuts to government services by replacing the reduction in revenue experienced due to the pandemic.
Water, Sewer, and Broadband Infrastructure –Improve water quality and address water pollution; Invest in clean drinking water, wastewater, and storm water or drainage infrastructure projects; Invest in green infrastructure projects that support resiliency and address the effects climate change; and expand access to broadband internet., type: esriFieldTypeString
